On Road Solutions -- Trucks and Buses (Private and Public Fleets)
The Statewide Truck and Bus rule was set up to reduce diesel particulate matter (PM), NOx and other pollutants from on-road heavy-duty diesel vehicles. The Statewide Truck & Bus rule covers almost all fleets that are not scoped under any other rule. Trucks captured by the CARB Drayage regulation and San Pedro Port Clean Truck Program are also subject to this rule.
Other public fleets, solid waste collection trucks and transit buses are already subject to other regulations and are not part of this regulation. Trucks that transport marine containers must comply with the drayage truck regulation.
The Statewide Truck and Bus rule applies to all persons, businesses or government agencies that own, lease, rent, operate or sell a vehicle in the state. It includes on-road heavy-duty diesel fueled vehicles, 14,000 GVWR or higher: Diesel trucks, buses, yard trucks with off-road certified engines, and diesel fueled shuttle vehicles of any GVWR. It also includes out-of state vehicles that enter into California. Exempt vehicles include: military tactical vehicles (in-combat), emergency vehicles, vehicles with 2007 and newer engines, personal use vehicles (pickups and other vehicles under 14,000 lbs GVWR).

Mid-Sized to Large Fleets:
Compliance Schedule for Heavier Trucks
Any vehicle that is equipped with a PM filter by 2014 would be exempt from the
replacement requirements until 2020 and would have to be reported.

Phase-in Option for Large Fleets
Small Fleets:
DPF Phase-in Option for Small Fleets (with between 1 – 3 vehicles)
Engine Replacement Compliance Dates for Small Fleets with Heavier Vehicles

Relief for Fleets that have Reduced their Fleet Size.
This amendment would provide expanded credits until 2016 for fleets that have fewer
trucks than they had in 2006, and is intended to reduce the annual requirements for fleets most affected by the recession.

Credits for Early PM Retrofits
Fleets that have already installed a PM filter or install them prior to July 2011 would beable to treat another vehicle as compliant until 2017. This credit would encourage earlyaction and get early emissions reductions, would reward fleets who have alreadyinstalled PM retrofits, and would spread out retrofit purchases and installations. Thevehicle that was retrofitted early would also be compliant until 2020.
